Actually, I figured it out on a visit to Shiloh a couple of decades ago.
The winners get a magnificent national cemetery. The losers get a common grave.
Now some of us are being dumped into that grave.
At Shiloh, the monuments for the Union were paid for by the Federal government. The Confederate Monuments were paid for by donations of the descendants of the Confederate Soldiers. The Union were paid for by the tax money of both the Union and Confederate States whereas the Confederate Monuments were by private donations.
