The First Amendment only means whatever five Supreme Court legislators say it means—nothing more or less. Given the past 80 years of black robed constitution shredding, I wouldn’t put too much faith in the First Amendment’s ability to restrain government interference regarding the free exercise of religion.
The Constitution means whatever ONE guy or gal - SCOTUS Swing Voter, Kennedy in our era - wants it to mean.
