Today, we learn that two felons in Oregon were arrested and charged with illegally possessing firearms, one of which deputies believe was 3D printed. Nolan DeBell, 42, and Joshua Holloway, 27, were arrested three weeks ago on June 9 when deputies found a large number of illegally-modified and stolen firearms at their house in Chiloquin, Oregon.
One of the weapons that was seized was an AR-15 assault rifle, which included a lower receiver that investigators now believe had been 3D printed. The lower receiver is of course a part of the gun that contains the firing mechanism, and is basically what makes the gun “work”.

Fully automatic weapons (pull trigger back and hold it back; weapon continues firing until supply of ammunition is exhausted) are regulated by the Federal Government BATFE agency. Under the controlling federal legislation, fully automatic firearms, short barreled shotguns, short barreled rifles, "destructive devices", silencers (AKA suppressors), pistols with a shoulder stock, and a loosely defined category simply "any other weapon"
These weapons may be bought and held in your possession after you fill out an BATFE form 4, obtain a fingerprint card and a mug shot from your local police, obtain a sign-off from the chief LEO of your County or Parrish (usually the Sheriff) approving your purchase of the Class III item as listed above. The package of paperwork is then submitted to BATFE examiners along with a certified check for $200.00 to pay the excise tax required by Federal Regulations. The category "any other weapon" is a bargain as the excise tax is a piddling $5.00.
Now you can sit and wait for the examiners to do their due diligence which can take anywhere from 3 months to nearly a year. Eventually, you will get your approval and now you have to take possession which can be problematic if the Class III manufacturer or dealer is out of state. If that is the case you must have it shipped to a Class III dealer in your state and take possession there. As you might expect, more cash will be exchanged at this point.
All this waiting gives you time to read up on the regulations governing the civilian possession of Class III items. I suggest that you do your research before you even attempt the process. I'd also suggest that you read up on the penalties which apply to you if you are found in possession of an unregistered Class III device. It's a Federal Felony with a hefty fine and a lifetime loss of firearm privileges.

PS Violations of Class III regulations are what brought Randy Weaver, the Branch Davidians, and a lot of other basement inventors to a bad end! I'd recommend you stay clear of potential entrapment in that sort of activity.
Well....sort of. There are at least four ways to turn an AR-15 type rifle into a fully automatic or selective weapon.
The first is the most obvious: pitch most of the AR-15 components and replace them with their M16/M16A1 equivalents: the hammer, trigger, disconnector and safety/selector in the fire control group, and the bolt carrier in the upper receiver. Then add the M16/M16A1 automatic sear, which will also require drilling a retaining pin hole for it at the rear of the receiver, nd adding the pin [interchangeable with either the Ar-15 or M16 hammer or trigger pin.
Second option: again, replace the AR-15 fire control group components and bolt carrier with the M16/M16A1 type. Then add a new component, known as an *auto-sear* NOT the military M16 type, but a commercial/expedient part which performs a similar function; it consists of three peaces, the body, the sear itself, and a spring to return it to its starting position at a rate of about 10-15 times per second. This, again, offers selective fire: safe, full-auto, or semiautomatic.
Third possibility: a *trigger kicker.* This is a two-part device consisting of two pieces of interlocking flat metal, one of which is horizontal or parallel with the rifle barrel and is tripped by the rear base of the AR15 bolt carrier and a second, 90 degrees to the first, which trips the hammer's sear when pushed forward by its partner. This arrangement gives full-auto only fire, but does not require any change of the AR-15 parts, and, of course, two short pieces of hardened flat steel [cutdown saw blades have been used] are an extremely low-bucks proposition.
There is a fourth variety of a sort, a trigger that fires once when pulled, then another as it is then released. It's not common, but there are a few around. I've also seen an interesting prototype that operates from the turning of the rifle's bolt; it has the advantage that it is its own disconnector, meaning that the sear can't be tripped to drop the hammer until the bolt is fully forward and turned into the locked position. Best of all, it requires no replacement of any major components, and only one slight modification of the AR-15 disconnector, a 1/16th-inch diameter hole.
The most common method is probably the auto-sear, where the M16 or M16A1 components are available. But in some circles, the *trigger kicker* is fairly often seen too.
I believe it is a stainless steel alloy, but I am not certain.

In the case I saw. The federal DA showed that there was DNA and finger prints on both guns and ammo. That was all that was required. The I didn't possess if feel to the hard evidence of fingerprints and DNA, so he did possess it at one time, which was illegal.
If I know they are coming, which I probly wont, they will be receiving incoming fire from 1/4 mile or more.

I have a nice 91/30 Mosin which can make those shots, but my old eyes wouldn’t see them out that far even in the prairies. Around these parts it’s hill country. I have a rifle range spotting scope with 50x power. My night vision monocular is 2x and I have a couple of 9x40 for .22 lrs and a bolt 22 magnum. Those 22 rifles can be suppressed very easily when the time comes. Until then, I just store the knowledge in my head. No sense giving fedzilla any excuses.

Having worked at Crater Lake many years ago after service overseas in WWII I became a party to a lot of actions out of Chiloquin. One time I had very bad cut on my arm and the closest doctor was in ‘teepee town’. The doctor just stitched the cut but said being on an Indian reservation he could not offer any other medical service, my not being of Indian heritage. My most memorable event was when our ball team of laborers at Crater Lake set up a game in Fort Klamath with a female softball team taken to be of Indian heritage from ‘Teepee Town’. The girls never showed for the game. However we were set for a game and party. The game never happened but we did put on a party. I did my part by peeling potatoes for a big beer and fry party. We had a dance at the town hall across from the Old Fort Tavern where the beer was really flowing because the bartender had joined in the town party and could care less as to who was doing the bartending. The dance was one big get together. Ranch people came by horseback. My box surprise at the dance turned out to be from a middle aged farm/ranch lady with whom I had a couple of ‘square calls’. The whole town was in big party time and spread out onto the main road/highway going through the town to Crater Lake. Cars were being stopped and people asked to get out and join the fun. The state police/troopers eventually got wind of what was going on and brought in a bunch of troopers who sealed off ingress but allowed travelers to the Lake to go on. To my recall the only person cited was the bar owner and bartender. It would be nice and refreshing if another older Freeper had recollections of the incident.

I expect that's true.
My motive in writing such an extensive screed was to emphasize the Byzantine structure that you must navigate to exercise your Constitutional right to purchase Class III weapons. It's not illegal just damn difficult, for no reason other then the BATFE has been allowed to write their own rules and to this day continues to chip away at our rights.
I have learned over the years that it's always best to know how deep the water is before jumping off the pier with both feet!

PS I also expect that "liberal minds" do not understand that such as machine guns are legal for civilian possession and use as long as you stay within the rules. I further expect that their guts would turn to jelly at the thought their neighbor might actually have one in his gun safe, ponder that!
PPS It is possible to skip over the LEO sign-off, fingerprints, mug shot, and background check. You have to establish a trust to hold your Class III items for you to access as the sole Trustee. If that suits your fancy find a good Lawyer who is proficient in "Gun Law", Legal Zoom will not cut it. Be advised that the Feds are busily trying to caulk up that loop hole.
Well, sadly I sold all my tools to a guy who gave me a good price. I can’t remember his name, but he said he was from the western part of the state. Those were some nice ARs and Glocks and such. Now all I have are .22lrs and a 22magnum rifle with a scope ... flies grow large in these parts, gotta be quick to catch ‘em when they land out back. All that ammo I had accumulated brought a fair price, too. Oh yeah, I do still have a rabbit ears 12 gauge.
