The title is ambiguous, but tends to lead the reader to think the administration knew of the attack 10 days in advance. The other and correct interpretation is that the attack was planned 10 days in advance, and some other time (happens to be the day after the attack), the administration knew the attack had been planned 10 days in advance.

I agree:

The title is HUGELY confusing.

A million people here are taking this report the wrong way, and later it’s going to make a lot of us look stupid.

The left will exploit this misunderstanding, “See how STUPID they all are, making stuff up....”
