I'm going to speculate he was drunk when the notion to shoot sea lions in front of a crowded pier suddenly became a good idea.

Not that being drunk is ever any excuse. I've been known more than a few back myself from time to time and yet the firearms always remained secured.

There are millions of dirt poor illiterate males from macho cultures in this country with little or no chance to ever 'score' one of the local females.

I imagine there is quite a bit of bitterness stored up in a great many of them.

One of those obvious details no one ever discusses and, not coincidentally, another reason to question the current preferred policy of 'come one come all'.
