Mexico could close its northern border, just like they closed their southern. They have chosen not too. Mexico believes that the border states are Mexican territory stolen. At least that's the excuse they use. I don't think it's about getting rid of their misfits anyway.

Definitely an invasion force designed to steal jobs and send money back to Mexico. That is why they condone and encourage the invasion. It is profitable.
