Guess you missed it in the 1st amendment. “The right to free wifi and use thereof will be provided by the omnipotent governing body without infringement or cost to the governed.”
You laugh...I bet if you poll people under 30 more than half of them would tell you it IS a right.
I think you're referring to the black/white distinction, where minorities are considered to be 3/5 of a worker, with the missing 2/5 to be picked up by whites.
