I have been to Pan American games before and witnessed Cuban athlete in the village and competing. They are never alone. There is always a government handler with them, usually dressed in an athletic suit so as to blend in. The story goes that at one Pan Am game, different venue, several cyclists got away because their keeper couldn’t stay up with them and they just cycled away to join a CIA team awaiting them out in the boonies.
