It was just pointed out to me, correctly, that Bush Sr.’s Deputy Secretary of Defense signed the order on 2/92, to not allow service men or civilians to carry on base.
Pulling those targeting cards kind of makes sense if, like you say, they were put back.

Of course it made sense to pull the targeting cards, that way we would in fairness absorb the Russian first strike, and if any one was left alive with valid cards, they could just stick them back in and launch on those pesky Ruskies ... Clinton and the Third Wayists loved to equalize things - which went along way to justifying selling most every military secret to the Chinese for campaign contributions.
After Obama sells what’s left to the Chinese in his pending deal, Hillary will have almost nothing to left to sell. O’ the humanity!
