Answer: State and local governments. This is the basis for the states fighting Obama's executive amnesty. They are bearing most of the costs of amnesty. Of course, Perry has no problem with in-state tuition for the lawbreakers.

This really irks me. Can you IMAGINE McCain ever calling illegal aliens "crazies"? Or any other insulting name? No...he would never offend them. Only conservative Americans can be so insulted with impunity. Shows where we stand with our so-called "leaders."

Currently, at least 18 states have provisions allowing for in-state tuition rates for undocumented students. (those states are over half the US population)
