While you are technically correct, in that an official stateside order was made in the 1990s, it had been a slow rolling, bi-partisan effort by successive civilian governments, for several decades before that point.
Others can speak to history, I will speak of my actual experience.
Carter feared a military coup from the new all volunteer DOD force, and in fearing it, he was correct.
It was building to be a distinct possibility.
That he served only the one term “saved the nation”.

Reagan managed to save the Republic.The Cold War was won.Crisis averted.
But the lessons learned by the NWO elitists were never forgotten.
And every single POTUS since Reagan, have all been NWO elitists. And the lone, widely supported, and most important constitutionally established Federal agency in the the USA has been pervasively attacked and undermined ever since.
