That deal doesnt merely show that the US is unwilling to exact a price from states that illicitly develop nuclear weapons. This right here is the heart of the issue. What exactly does "illicitly develop nuclear weapons" mean? It seems to me that it's the height of audacity for any country with a massive nuclear arsenal to take it upon itself to decide what exactly constitutes an "illicit" weapons development program.
