The old system. I was actually on a draft board for several years in the late 89’s & early 90’s. We only met once a year for training but during Desert Storm it looked like we were going to have to draft physicians and other medical personnel, but we did so well, so quickly that that didn’t happen.
If you were old enough, you’d remember that Clinton dodged the draft, said he loathed the military, and got elected. Ever since then, it’s a non-issue.

I believe we have a lot of trolls now scraping the bottom of the barrel in search of some footing. Military service is the current not-so-new tactic.
