A lit cigarette can be used as a weapon.

You can jam a lit cigarette into a person’s eye.

You can flick a lit cigarette into a person’s eye.

You can press a lit cigarette into any area of exposed skin and cause injury.

Do you think it’s possible that the officer perceived a threat from a person admittedly angry with him and holding a lit cigarette?

No.

He knew she was irritated. He initiated a
power struggle when he unnecessarily told
the irritated woman to put out her cigarette.
He added fuel to the fire when he got into
a loud pissing contest with her, demanding that
she exit the car. From her perspective the only
reason he ordered her out of the car was because
she refused to extinguish her cigarette. It sure
looked that way to me.

That the officer thought he could be jammed
with a lit cigarette is kind of a stretch IMO.
