In TX, you are required to follow any lawful order given by an officer.

It wasn't a lawful order.

You apparently don’t know TX law. It was a lawful order and the Trooper had the authority to order her to put the cigarette out.

A police officer ordering you out of your car is a lawful order that you are required to comply with. You can argue about whether it was justified and sue later, but you must comply.
