Even you admitted the traffic stop was “all but over”, which is clearly not the same thing as “technically over” according to the law.

From experience, my guess is that her attitude and criminal history, which dispatch would have given him while he was writing the warning, raised some red flags when he went back to give her the warning. Her continued hostility and ILLEGAL refusals only escalated the situation.
There is a reason that Texans don’t like out-of-state people telling us how to implement our laws...because we don’t want to end up like the liberal bastion of kalifornia.
You don’t have to like TX law, but you do have to obey it while in Texas. She just found that out the hard way.
The incident was intentionally escalated by the cop, who's supposed to be the experience professional, who is supposed to be taught how to deescalate a minor situations.
He's handing her a signed warning ticket, the traffic stop was all but over. Watch the video...And then suddenly he demands she put out her cigarette? That's total harassment only meant to escalate the situation.
This is clear to anyone capable of critical thought.
