If I had to guess the first American passport he obtained was as a Senator who needed a rush job to travel as part of a delegation to Russia. I can just see one of his staffers going over to State Department and demanding they issue the Senator a black passport because he was departing for Moscow that weekend. And I can imagine pulling rank and race worked.

When he needed to be born in Hawaii, his handlers placed a public servant into the position to fabricate that story. He’s a ghost, a total fabrication since his bastard boy birth.
Sorry, but you still have the obstacle of explaining how his parents renounced his citizenship on his behalf when he was 6 years old when doing so is explicitly prohibited by US law.
