If they won’t bear arms, then they aren’t a part of the militia and the 2nd Amendment does not apply to them.

New wording may redefine broad citizenship.
No need to pledge to defend the nation via owning / using arms, nullifies the need and coverage for the 2nd Ammendment.
There may be more than meets the eyes for this change in citizenship oath.
