Trump says that under Walker, Wis budget went from projected surplus to a deficit [mostly false]

On July 25, 2015, the day after news that a Scott Walker ally had called him a "dumb-dumb,"Donald Trump delighted in dumping on the Wisconsin governor during a campaign speech in Iowa.

"I read this horrible statement from his fundraiser about Trump. I said, ‘Oh, finally,I can attack,’ "the New York businessman said to laughter in Oskaloosa. "Finally, finally."

Trump--second to Walker among Republican presidential contenders in an Iowa poll earlier in the week--criticized him on several fronts. Then he made a claim about the fortunes of Wisconsin’s finances.

"Wisconsin’s doing terribly. First of all, it’s in turmoil,"Trump said. "The roads are a disaster because they don’t have any money to rebuild them. They’re borrowing money like crazy. They projected a $1 billion surplus and it turns out to be a deficit of $2.2 billion."

Let’s focus on that last part.

Is Trump right that a projected $1 billion surplus became a $2.2 billion deficit?

Trump is partly on the money,but he’s mixing apples and oranges,and his use of the word deficit is problematic.

In the end,the 2015-’17 budget approved by the Legislature and signed by Walker in July 2015 was balanced--just as every other Wisconsin state budget is.

Our rating

Mixing apples and oranges,Trump said that under Walker,Wisconsin "projected a $1 billion (budget) surplus and it turns out to be a deficit of $2.2 billion."

There was in early 2014 a projection of a $1 billion surplus heading into the 2015-’17 budget period. Late in 2014, there was a projection of a $2.2 billion shortfall--the difference between expected revenues and the amount of money being requested by state agencies.But the shortfall was never a deficit--and some of the surplus was consciously spent by Republicans,as tax cuts.

For a statement that contains only an element of truth and ignores critical facts that would give a different impression,our rating is Mostly False.

The best defense is an offense that puts the rival on defense.

The Donald does not play defense in the conventional way. There is a kind of personal combat martial arts technique called Jiu-jitsu, in which the thrusts by the opponent are met by a seeming lack of resistance, until the opponent realizes that he has been pulled beyond the point of balance, at which time countermoves become much more difficult, and the defense takes advantage of this overbalance. When the opponent then tries to pull back, the overbalance is maintained, and what had been a pull, becomes a push by the defense, still to the disadvantage of the opponent.

Much more a game of psyching out the opponent, than of any overwhelming power and brute force.

When your rival is making a fool of himself, give him every assistance to make an even bigger fool of himself.

Some 95% of the personal woe in this world is self-induced, by not thinking the strategy through beforehand, and overreacting when the Order of Battle is torn to shreds.

“mostly false” is not a ringing denial of Trumps comment.

When it's from the Milwaukee Journal-Sentinel on Walker, it pretty much translates into "Liar, Liar, Pants on Fire".

Walker cuts spending in the right places, cuts taxes, and also adds to a rainy day fund. If outcomes don't match projections, the result is a shortfall. Projections are an inexact science. Walker's doing GREAT in Wisconsin. I lived and worked there. Trump didn't.

Cruz remains my #1. Walker's donor was stupid in his rhetoric and tone. Trump is making a lot of good moves, but I don't trust him on life issues or on health care issues. If he gets the nomination, however, it will be an understandable reaction to the thickheadedness of the stupid party, and might be the end of a permanent political realignment that has been 40+ years in the making.

How about when that extremist organization in the Carolinas gave donations to a variety of candidates? You can’t be responsible for everything and I don’t know how well, Walker may know this fellow, Slayton(?) but Walker did not do it himself.

Trump seems to be a bull in the crystal shop. Whoever let Trump in is seeking to destroy all potentials by letting him run amok. But, whoever remains standing after Trump has spent his energy may just be who we want to be the leader.

Walker is the first and only governor to repeal instate tuition for illegals; he did it just months after taking office in 2011.

All the candidates have been “attacked” (btw Walker did not make that statement). The unsettling visual (and “lesson” for our youth) is that Trump doesn’t have an emotional filter to control his reactions.

Haha....now, that’s a laughable statement...on so many levels.

Saying Trump is an unsettling visual and lesson for our youth is like saying Walker can’t control his message/reps and has irresponsible management skills.
