You got it wrong. As I mentioned earlier, the cop didn't run away from the vehicle, the cop started chasing the vehicle, after the cop shot the victim in the head. The victim involuntarily caused the vehicle accelerate.

The cop then chased after a vehicle occupied by a dead man which had already crashed and was stopped.
