Clearer & louder video clearly shows the “reach” was driver starting the car instead of getting out as told to. He was plainly trying to escape.

Cop over-reacted in a high-stress situation.
I can understand he was stressed over discovering the driver was guilty of various crimes of increasing degree, and a cop feels compelled to physically (with some degree of violence) stop a suspect from fleeing (which this driver plainly was about to).
If he let the driver go, he’d seem obligated to take vehicular chase - not a smart move in a city.
We don’t know if he had a Tazer, and I’m not clear on how useful that would be in the situation (say, getting zapped makes him stomp on the gas - not a smart move in a city).
Reaching in the car, with significant acceleration imminent, would be stupid.
Shooting the driver was obviously overkill (literally).

So...what should the cop have done regarding the imminent flight of a criminal suspect?

Uh... let him go and catch him later, perhaps? They knew he was, etc. It was obviously not a life-threatening situation. No one was “imminently in danger”....
