I believe he was stupid enough to trust his guide about the legality of it. If that is proved to be wrong, he should face charges. You don’t go into another country and coax their favorite lion out of his reserve so that you can kill it. I think what he knew and when he knew it is relevant.
Yes the killing and selling of baby parts is worse. But that does not mean this should be ignored. If the guy really did not know, then the fault is with the guide. I could see charging the dentist a large fine. If, however, he is lying and he did know, he should face the charges and punishment established by the country he was visiting.

Yep. Palmer is either stupid, or an actual criminal. The lion was evidently lured out of the preserve by use of an animal carcass. If Palmer knew that, he is obviously a criminal. if not, IMHO he's just stupid
It is worth noting that Palmer was convicted previously in the US for shooting a bear on protected property, then lying about it.
He has a bad record with it. In 2007 he shot a bear in Wisconsin 40 miles away from the place where his permit was and later told the officers he shot it in approved place. Got fined and charged with giving a false statement.
