Vote for them in 2016 and they will fix it. They mean it this time.
SCOTUS rule that CO2 was a pollutant and told EPA to regulate it with the Clean Air Act, which means they don't need anything from Congress.
But, Congress could preempt EPA and pass regulation to regulate CO2 like they tried but failed to do in 2009-10.
The GOP could pass regulation today but they need 6 dem votes for cloture and Obama could veto.
