Radio news reports today the shooter had a permit to carry. ... and apparently did everything ‘ by the book’.

The shooter did EVERYTHING by the book. And I love the interview with the mother who said her boy, with the gun and the mask and intent didn't have a "bad heart" or something to that effect.

the shooter took him out, called 911, tried to assist in keeping the suspect alive - by the book.
