Why is he "believed" to be one of the suspects ?

Our thinking and thought processes are being highjacked by a language only frightened toads would use

"Well officer, I believe I was at my store around .... ohhhh ... I don't know, I believe it was about 8 oclock when suddenly !

I believe a man with what I believe was a gun burst through the door and I believe he said "Show me da money!"

Ande honestly officer, I believe he was serious and I believe I was really, really scared

I believe I fired more than once or maybe only once, I believe I was pretty shaken

And who is the person who believes this?!? The "reporter"? The police? Some entity who "reportedly" told some other entity that two thieves were trying to rob (contrasted to actually robbing) two victims?

Using the unidentified passive voice in "news" articles is a disreputable technique to tapdance around not knowing something or just making it up. But that's why it's called the "fifth-column media."
