The only problem I have with this is one of Federalism - do we really want to set a precedent that state and local officials can be held criminally responsible for failing to enforce Federal law? It doesn’t take much to see how such a precedent could be abused.

It’s already been settled by federal courts, including the USSC, that state and local governments cannot be drafted by the federal government to enforce federal laws. States and local governments are sovereigns.
