Given that one of the very few powers that the Founding States had actually delegated to the feds which affects domestic policy is the US Mail Service (1.8.7), consider that a
permanent federal goverment shutdown is basically what the Founding States had intended by design for the federal government by todays standards.
In other words, most aspects of government domestic policy that dont deal with US Mail Services are actually unique, 10th Amendment-protected state power issues, not the business of the unconstitutionally big federal government.

John Boehner is the new lynch pin to this. His inability to quickly swat down a resolution for him to vacate the chair means that he might have crossed the threshold and could actually lose the job mid term.
And if Boehner goes, his leadership team will also be stripped from their jobs. At that point, a conservative ascending to the chair is both Obama’s and McConnell’s worst nightmare. Because he can turn off the money spigot.
