Why was the EPA in a inactive mine? It had been inactive since 1923?

One news report stated they were ‘inspecting’ it.

More likely they are taking an inventory of old mines for violations that pre-date the EPA and readying a fine against whatever legacy companies can be traced back to their original owners.

It was working at two of the 40,000 mines in that area. They have been plugging these mines all over for decades.

Because they can’t leave anything alone because they have a bottomless pit of our money to screw around with.
