She can try, but that thin BS excuse won't work on me. Google "original classification authority." The Sec State, among others, has such authority. Briefly put, it means they are trusted to determine if information is classified or not. The rest of government employees/contractors have only "derivative authority." They determine classified/unclassified based on sources and classification guides.
The upshot is, someone with OCA is expected to exhibit good judgement in handling potentially sensitive information. Clinton clearly lacks such judgement. She should never have OCA, never even have a clearance. She's shown lack of trustworthiness. She belongs in prison for her rampant negligence.
