As of now, only two of the four longest-term band members are still alive - and they can barely stand to be in the same room together.

I’d say this announcement is a case of “making the obvious official”.

The impression that I got from any recent interviews is that any problems between Gilmour and Mason are one-sided on Gilmour’s part, mostly because of Gilmour being unwilling to do any more tours.

No ... Nick, Roger and Dave are still alive. The only one that has died is Rick Wright (discounting Syd which is ancient history)
