If you look in Dept of Interior, you'd see Energy legitimate functions. The only one I could think of would be the NRC which insures Nuke power plants operate safely.

The only other legitimate function of the former Dept of Energy would be nuclear weapons research and development. That function should be in the Dept of WAR.
