Pols like to use that kind of excuse -- "I authored a bill that ..." Unless it passed and became law, it is relatively meaningless.

That is similar to letting certain Congresscritters vote for or against a particular bill to appease the homefolk when the leadership knows the vote will go the opposite way anyway.
