Look at what happens to countries, like Europe, where populations are shrinking. Look at Detroit and other American cities where the same thing is happening. Regardless of why, declining birth rates and populations are economic disasters for those already there.
Ideally, we'd achieve continued economic growth by some combination of the two, taking into consideration of the causes and effects.
But thats not what we're doing today.

It seems to me that until all American citizens looking for work are employed, we should focus on that. Then we can look at immigration. Do you think if there was a moritorium on immigration that immigrants would decide to stop trying to come to the US? I seriously doubt it. There will always be many more people wishing to come than we should allow.
