Trump believes that America should not intervene militarily in other countrys problems without being compensated for doing so. Here's one of the few things with which The Donald and I disagree.
America's military should only be used when it's in the national interest of the US.
Our Soldiers, Marines, Airmen, and Seamen should never be used as a paid mercenary force.

He is saying if we are drawn into a conflict we should be reimbursed. I don’t think he is talking military for hire.

I agree. But the US should never have left Iraq without the installation of an American forward operating base. Good lord, we still have troops in Korea and Europe.

I think it is assumed by Trump that any military commitment would be in our interest, as well as that of the more immediate beneficiary. An example--the one military action where I disagree with Pat Buchanan & some other advocates--as I am--of adherence to the Washington/Jefferson foreign policy--was in the First Gulf War.
It was not just that the Saudi & Kuwaiti's ponied up much of the cost. It was clearly in our long term interests to have such Capitalist Governments survive, against the threat from the Socialist Iraqi tyrant. (George Bush, Sr., was better advised than was his oldest son.)
