There are under 100,000 muzzies in Japan and they face heavy surveillance.
Every year there are numerous TINY attacks by whacko lefties in Japan, mostly from 3 famous militant factions. Sounds weird but 90% of the attacks are almost ceremonial in nature —very routine, and just to get their names in the paper and let people know they still (barely) exist.
This one is much, much, much bigger, my guess is they had a lefty with access to a part of the base that stored ordnance.

The biggest faction of foreigners in Japan are Koreans —there are two national groups representing them, and the bigger, more influential one believed it or not is the one loyal to the NORTH:
Every year they get milked to repatriate money (from grey-world gambling ops and grilled BBQ restaurants, among others) to the North. Used to be much more complex, but the authorities sort of cracked down on them about 9 years ago. Those shenanigans figured more in the DRPK’s revenue stream than most realize, though I don’t know how big it is now.
My guess is these were Nork agents —they’re trying to give Kim Jong Un a symbolic victory so he can save face, claim some type of victory and back away from a major confrontation he’s getting himself caught up in vis-a-vis South Korea.
Norks could be the source of the devastation in China, as well. Maybe the Chinese will kick NK’s butts and we won’t need to get involved. Or Japan may exercize THEIR newly legalized authority to defend themselves militarily. It could get real ugly in that sector of the globe.
