My sister in Houston told me that the best money the city ever spent was buying one-way airline tickets for the Katrina refugees camped out in the Astrodome.
All of the job placement agencies, social services and others sent there to help them find permanent housing or other arrangements had barely managed to move 10% of the campers out in more than two months.
Once the airline ticket program was announced, 90% of those remaining cleared out within 30 days.
