And then there was Algor’s sellout to the airline industry for campaign cash, which bought a the industry a reprieve from installing reinforced cockpit doors
And should we even mention the walls installed between intelligence collection agencies by Clinton's lawyer Jamie Gorelick.... Which saved Clinton Reno et al from investigation of perjury and worse but which contributed heavily to 911 surprise attack
Bush had 6 months in office and had just dealt with another crisis Clinton's people “ forgot” to brief to the new team.... aggressive Chinese harassment of US surveillance platforms in the western pacific
So I don't fault Bush for being “ unprepared” to deal with an issue the Clinton team treated as a very low priority

It had been W’s watch for 7 months. Clinton is culpable as well, but sentries don’t get to sleep on duty for the first hour just because the previous one had been asleep all night.
