Laying groundwork for when she has to withdraw from the race, for her health.
If she does indeed pull out of the race I predict all investigations will quietly end.
She will be able to keep the money, and never have to answer for the crimes she has committed.

Withdrawing from the race has its problems. I think Hillary owes too much, to too many, based upon favors promised upon her becoming President. I’m sure many of those she owes aren’t super-pleasant people.
