And I'd be willing to bet that the Europeans are just a front organization, and the vast majority of the crew and management are locals. That would be typical contracting practice for accepting a foreign bidder.

Typical contracting everywhere, as far as labor. It doesn’t make sense to bring labor with you for most jobs. Management would be different, but as you go down tiers, more local engineers and supers, etc. is the norm.
