Forcing themselves to later vote with a veto-proof majority is one of the absolute dumbest things I’ve seen in a long time.

That depends on your perspective. If you are a member of Congress who shirks from responsibility (but I repeat myself) it's perfect. You vote for the Corker Capitulation^® when no one is paying attention then grandstand by casting a now meaningless vote against the agreement when everyone is watching. Under Boehner and McConnell, the GOPe having been milking this kind of scam with cloture and rules votes for all they're worth.
