Many blacks vote two or three times now so maybe 5/3 would be a welcome change! /s
More importantly, the person that voted for those slaves was the slaveowner. Every person who wishes to have his vote count as 5/3 of a vote should therefore be required to identify who his/her/its slaveowner is and have them cast the vote for that person.
