Actually the constitution give congress the power to set up all the lower courts and to regulate scotus, if they had the balls to pick up that club.
That’s exactly right.
And with the nuclear option, impeachment, added to the mix, the Congress has nearly complete power to rein in the courts, if they wanted to.
