IMHO this was a deliberate, planned assassination by ambush. It looks like the three perps planned to engage in suspicious activity that would attract an investigating officer, there being no indication that they even started to commit a burglary or other crime, attracted Lt. Glinewitz, murdered him, and appear to have gotten clean away. That clean getaway means they had to have a car stashed nearby and the apparently clean crime scene tells me they planned to leave no evidence. All of that leads to the conclusion that the were possibly part of BLM or a related terrorist group, a group that's now sheltering them.

Could very well be, it is also rare for the officer to be stripped of equipment.

Many have said why don’t officers ride two to a car to prevent these thing from happening? Two to a car, ten to a car, there is no guarantee on these things. Four CHP officers were killed by two gunmen on a suspicious vehicle stop known as the Newhall shooting.

The Unites States probably cannot afford to have two officers in every car as either it would be prohibitively expensive or would drain resources away from areas to be patrolled.
