Judging by intent rather than results is insane, and was condemned by Christ (John 7:24).
Oh, I wholeheartedly agree. It's perhaps the most foolish thing I've ever encountered... but I have actually heard liberals tell me that the effect of a law wasn't what mattered, but rather what it was intended to do that was important.
How someone can actually think this is completely beyond me.
