Mural on an overpass sounds like a graffiti spray painter. Be a lot less of that mess if they had been taken out a long time ago.

Everything in East L.A. has been "tagged" last time I was around there, imagine Oakland is just as bad.

The unfinished mural at the link looks legit. I wonder if he was shot for painting over gang graffiti or territorial markers.
