I grew up a county over (Coos), and had family in Douglas (my Dad was from there). The area has been overwhelmingly white (until 1926 the Oregon State Constitution prohibited blacks from living in the state), though the Hispanic population certainly was increasing when I left for good (1999). Post 224 is worth looking at for a local take on the subject.
