Who was it who posited that the mere seriousness of an accusation requires the accused to prove his innocence. I think that was directed toward George H.W. Bush but I dont remember by whom.I think it was 'Tip' O'Neil at the accusation that G H W Bush was bundled into an SR-71 to meet with Iranian reps in Paris to free the Teheran Hostages in 1980. This 'charge' surfaced for the 1988 election and was kept going into the 1992 election season. Like Harry Reid, Tip had no problems with outright lying when it was to his party''s advantage!
