Don't know. Sarcasm. The first time I read the term was in a book about Allied bombing of Germany. Some Brit official complained that saturation night bombing violated the “rules of civilized warfare.” Because it's an oxymoron perhaps a satirical book of such rules would be entertaining.

ISIS knows that it can’t exploit the “propaganda value” of the Russians hitting a mosque versus the West because the Russians basically don’t give a bleep. While ISIS laughs about our ROE’s (thank you McNamara), they are scared of the Russians because they know the Russians don’t play “fair”.
