I wonder if the Russians may have quietly played this game:

Step 1) Tell the Obama Administration that they have only dumb bombs to drop, so that some collateral damage may be unavoidable.
Step 2) Wait the the Obama Administration to announce to the world how unsophisticated the Russian military is these days.
Step 3) Announce Russian success with sophisticated laser guided munitions.
Step 4) Enjoy embarrassment of the Obama Administration which seems to lack military intelligence.
