I always considered each state's national guard as the "milita"...

The national guard is under the control of the state governor...

The liberal hate that comma in the middle...

Otherwise the concept in the article is a really stupid idea...and unconstitutional....

But, since the constitution is just a piece of old parchment to libtards, it's a GREAT idea to confiscate...

The National Guard is a militia force organized by each of the states and territories of the United States. Established under Title 10 and Title 32 of the U.S. Code, state National Guard serves as part of the first-line defense for the United States.[37] The state National Guard is divided up into units stationed in each of the 54 states and U.S. territories and operates under their respective state governor or territorial government.[38] The National Guard may be called up for active duty by the state governors or territorial commanding generals to help respond to domestic emergencies and disasters, such as those caused by hurricanes, floods, and earthquakes.[38]

Units of the National Guard of the United States on inactive Federal service is also under the authority of the Governor of the States for duties related to the state alongside the separate state National Guard, State Guard, and/or state militia and naval militia.

The American militia, unorganized and organized, trace their legal existence back to the days of the Anglo-Saxon kingdoms before the Norman conquest in 1066 and farther back still to the ancient civilizations who had citizen armies. During the American colonial period and after the American Revolutionary War, every able bodied citizen was required to purchase and maintain arms in the form of a poleaxe, halberd, body armor, and/or a long firearm as a member of the colonial militia. The laws still exist today, but no longer with the law mandating the purchase of the firearm and ammunition.
